During the reign of Sheikh Hamad bin Khalifa Al Thani, the State of Qatar achieved tremendous social and economic progress, while retaining its cultural identity. His reign was marked by the acceleration of development projects that included education, health, sports, culture, infrastructure and the media. During that period, Qatar took several measures to follow the democratic approach, hence the first municipal elections were held in 1999 and the first permanent constitution of the State of Qatar was issued in 2004, in addition to Sheikh Hamad’s support for the establishment of Al Jazeera TV Channel to encourage freedom of opinion and expression. The era of Sheikh Hamad bin Khalifa was distinguished by Qatar's remarkable development and openness to the world, thanks to his enhancement of Qatar’s position on the world stage by hosting various cultural and sports events, such as the Asian Games. Qatar became the first Arab and Islamic nation to win the hosting of the 2022 FIFA World Cup. In addition, Qatar played a key role in bringing peace through its participation in peace processes in Darfur, Lebanon and other regions of the Asian and African world.
Sheikh Hamad was also distinguished by his future aspirations and desire to invest in and develop a knowledge-based economy. Thus, he established Qatar Foundation for Education, Science and Community Development and launched Qatar National Vision 2030.
